You should apply regularly. Usually, the most time-consuming requirement is the research proposal. When you do research, you should always write a proposal anyway when you have a new idea. So, the cost of applying is minimal.

Rejection is normal. Write proposal and apply seriously, but don't be discouraged if you get rejected. (This also holds even for Professors.)
